City Council Should Remove Power-Hungry, Inbred LEDC Members Monroe and Talbert.

I don’t typically read The Radiogram since it is a repository for Ronnie Witcher’s terrible grammar, fourth-grade spelling and liberal retardation. But that doesn’t stop me from folding it up into a square and using it as a coaster for my beer every Thursday at Memo’s.

But today as I folded it up, I noticed some interesting LEDC news:

The EDC has three members whose two-year terms are about to end and all three have indicated they would like to continue serving. They are Fin Erwin, Misti Talbert and TJ Monroe.

However, we understand that there are several other citizens who have indicated their desire to serve on the EDC board. The EDC does not appoint its own members as the EDC is a function of the City of Lampasas and has little independence. The board did agree to recommend that the City reappoint all three of the current board members, but that is something the Lampasas City Council will have to decide on.

Isn’t that nice? The LEDC board (Misti, TJ and Fin) “recommended” that City council reappoint Misti, TJ and Fin! Now you see why I call them “inbred.”

Let’s start with TJ Monroe: she has been on the LEDC board since at LEAST February of 2013 – almost TWELVE YEARS! She may have been there longer, but records online do not go back that far. Suffice it to say she has been there since the earth cooled.

She also served as mayor AND LEDC board member concurrently, which means she was essentially policing herself. She has been behind some of the most idiotic decisions made on City council – including her vote to waive ALL building permit fees and electrical hookup fees for Deorald Finney and his 67 houses at Stone Valley. A decision that would have cost the City about $140,000 had it been approved.

TJ has been on the LEDC long enough and made enough horrible decisions as both mayor, council member and LEDC board member that she definitely deserves the boot if other people want a shot. City council should give her her pink slip, pronto. Time to go play bingo, spend time with the grandkids and do your embroidery. You’ve fucked things up enough, lady.

Next up is Misti Talbert. She has been LEDC President since July of 2021 and has been on the board since at LEAST 2016 (over 8 years). Like Monroe, she ALSO served as mayor of the City AND LEDC board member concurrently – meaning she was ALSO policing herself. Besides being a complete retard of a mayor [Talbert Admin Get an F], she is responsible for pilfering almost one million dollars in Covid funds from the City to waste on her sandbox called “The Business Park.”

That $971,000 was pilfered over TWO AND A HALF YEARS AGO. Yet the “Business Pork” STILL sits empty. Talbert has been a failure both as a mayor and president of the LEDC. If she owned a funeral home, nobody would die.

Between her longevity and incompetence, Misti Talbert ALSO deserves to be removed from the LEDC board if others want to apply in her place.

Which brings us to the final LEDC board member: Fin Erwin. Council (with TJ Monroe as Mayor) voted to appoint Fin back in October of 2022. The only problem? Fin didn’t even apply for the job! But at least FIVE other citizens DID apply [see pages 16 through 29 to read their applications]. Even that moron Clayton Tucker applied! See page 25.

Now why would they select a seemingly random guy to be on the LEDC board when they had at LEAST five other perfectly willing candidates who actually took the time to fill out all the bullshit paperwork???

Because Fin Erwin is….wait for it…married to Misti Talbert’s sister, Haley Gibson! Did I tell you the LEDC was rife with nepotism and inbreeding, or what?? I’ve warned ya’ll about it repeatedly for years now.

The best action City council can take on this matter? Removal of Talbert, Monroe and Erwin on the grounds of incompetence, malfeasance, nepotism, and general retardation. They need to select three fresh bodies from the pool of recent applicants.

Hell, let Mike Irvin run the whole fucking LEDC by himself. He’s done more for the City in the last 5 years than these retards have managed in two decades.

I have no opinion either way on the hiring of an EDC Director except the one I have always held: we don’t need one and it’s a massive waste of money. But one thing that IS certain is that Potato Head has been wrong about EVERYTHING she has opined upon for the last 10 years or so. We have covered that extensively on these very pages. From the severity of Covid to masking to vaccinations to Ivermectin, she has been 100%, unwaveringly WRONG about them all. The only thing Potato Head MIGHT be good for on any board is to do the opposite of what she ‘thinks.’

I have zero doubt she will weasel her way onto one of these boards eventually. She has nothing else to do.

Another gem from the minutes is the fact that even though they budgeted $30,200 for Business Pork signage almost a YEAR ago, they STILL managed to go over budget by 23%! Actually, by LEDC standards, 23% over budget is a HUGE savings compared to the last 20 years of bungling and money wasting.

Last night the LEDC had their monthly meeting. They no longer bother to post any packets about the meeting on their website, but according to agenda item VIII:

“Request for possible action regarding draft RFQ (request for quote) for broker representation for Business Park”

So let me get this straight. They’ve spent the last TWENTY YEARS dicking around in every other way imaginable to fill this thing:

#1 – Junkets to California – yes, this really happened. A bunch of council members and hangers-on actually got on a plane and flew to California for a free vacation economic development excursion. Of course, nothing resulted from it.

#2 – the “weekly RFI (requests for information) from the governor’s office.” I think we can safely say after 19 years of “getting weekly RFIs” and having zero tenants to show for it, that this avenue is and was totally useless. I called them on this exact bullshit nine months ago:

#4 – Hire yet another Economic Development Director who said it was her “number-one priority” to find tenants when she was grilled by Rhonda Witcher on the radio. That was almost 18 months ago. Cost? Her salary and benefits are enormous. Results? Zero tenants.

Oh, and Stacy Ybarra is long gone after milking the City for about $200k in salary and benefits. She has yet to be replaced.

#5 – Post the Business Pork on all sorts of commercial websites that already exist for this sort of thing. This includes ReSimplifi and Loopnet.com.

According to Loopnet, the Business Pork isn’t even listed on there anymore!

#6 – DRASTICALLY lowered the bar on financial requirements to move into the Business Pork.

Got My Hands On The New City Budget. Some Highlights:

The current budget hasn’t been officially “approved” yet, but I reminded them that, according to the City’s own charter [SECTION 6.02]:

The budget shall be finally adopted not later than the fifteenth (15) day of the last month of the fiscal year. Should the Council take no final action on or prior to that day, the budget, as submitted, shall be deemed to have been finally adopted by the Council.

So it’s now in my possession.

CITY EMPLOYEE SALARIES – TOTAL

Current budget salaries: $7.313 million

New budget salaries: $7.793 million

Change: UP 6.5%

CITY EMPLOYEE BENEFITS – TOTAL

Current budget benefits: $3.186 million

New budget benefits: $3.676 million

Change: UP 15.4%(!!!)

My god. The cost to the taxpayer for all the cushy benefits just went up over FIFTEEN PERCENT! Almost a HALF A MILLION BUCKS. That’s your gold-plated health insurance, dental, eye, life insurance, DOUBLE matching on retirement contributions, etc.

Combined salaries and benefits for all employees (roughly 116 people) comes to $11.469 million. VERY close to my guess last month of “well over $11 million dollars” or $99,000 PER EMPLOYEE on average.

Must be nice! But Ryan Ward will STILL tell you how underpaid he is! Speaking of Dwight Schrute himself, let’s look at the City Manager’s expenses, shall we? As far as I know, it’s still just Finley and Dwight on the payroll. So these are for two people.

City manager department salaries and benefits current budget: $381,889

New budget: $399,338

Change: UP 4.6%

Only a measly 4.6%? Must have something to do with highly-paid Finley retiring in a month and the new guys making less.

Some other random departments:

City secretary department: UP 13%

IT Department: UP 9.3%

Parks & Recreation: UP a massive 42%! Looks like a few new hires – salaries and bennies up big. Only way to see that is hiring a few more guys.

Police Department: UP 7.4%

Fire Department: UP 20% (!!!) (I even removed large capital expenses like last year’s $800,000 fire engine, etc)

Some hella big increases in there! Certainly not the kind of budget made up by anyone who is maybe expecting a recession in the next year.

You know what WASN’T increased a single penny? The salaries at Hannah Springs pool! That will be EXACTLY the same. You know the Hannah Springs pool? The one they can never attract enough workers for? That one.

Total operating expenses for the City (this includes electric fund) is now just a hair under $37 million at $36.712 million. Previous was $33.910 million – for an increase of 8.26%. Not exactly austerity.
