That’s a pretty big admission of failure! Hilariously, it is practically in front of City Hall and also covers part of the street (3rd street) the City just spent large sums repaving just last summer. You gotta love it when a City that had millions thrown at if for “Covid” is already going hat-in-hand begging for some “sidewalk repairs” money just a year later.
Of course, this is all bullshit. I took pictures this morning. Why just LOOK at all the crumbling and the lack of ADA-compliant sidewalks with no wheelchair ramps!

Every now and then I drive around and hit all the hot spots to see what’s going on. Today I hit several – here is my report:
BRODIE ESTATES: There has been ZERO activity over at Brodie Estates in the two months since I last questioned how S2M2 was going to hold up their end of the bargain after grabbing $185,000 from the City almost three years ago. As a reminder, S2M2 agreed to build 22 houses. They are still sitting at only six. So they only have to build a house about every two weeks to meet their goals. I can’t wait to see what happens when they are nowhere near 22 houses at the end of this year. Another black eye for the Talbert administration.
INDUSTRIAL PARK AGREEMENT: Well, Martin Rod is off to a slow start if he hopes to have 50 boats/trailers in his new lot (supplied to him at only $100 per month, courtesy of the City).
But he DOES have some nifty signs informing us of all the massive investments that are coming! Food trucks (which I’ve been hearing about in this town for at LEAST 6 years and requires nothing but space), dog park (which also requires nothing but space), cigar lounge, and a mechanical vocational school:
Wait a second! What about the distillery/microbrewery? What about the barber shop! If you’re gonna throw a bunch of bullshit up there, why not go hog wild? None of it will ever happen anyways – well, except for maybe the dog park. All you need is a sign out there that says “This is now a dog park”.
Anyone can buy vinyl banners promising the world. Building all this shit and making it a viable business is another story altogether.

I had never heard of Kristi Allison before last night but she needs to immediately be installed as Mayor. If fact, we should toss out Monroe, Williamson and Kuehne and let Allison take the place of all three of them simultaneously.
This chick said she is a high school teacher and a master swimmer. She was also the most eloquent speaker I have ever heard up there. She hit ALL the major important points: you need to pay $15 an hour for lifeguards, our pools don’t charge nearly enough, and out-of-towners need to be charged more to use the pool. You also need to pay the pool manager more (currently $13/hr) because it is an important job.
She ALSO told them the kids need deadlines on fliers advertising the job in the schools. Great idea because high school kids are terrible procrastinators.
This all seems like common sense and something the City should know by now after decades of doing this, but they don’t.
I have been banging the drum on this for almost three years now – and it is part of a larger theme: there is a new reality in the labor market. The people that actually DO the hard work (linemen, guys who fix water mains, guys who mow the lawns and trim trees and make the world go around) need to be paid a LOT better compared to the useless, overpaid, Nerf-job holders at the top of the food chain.
The middle-manager paper pushers (Ryan Ward, Monica Wright, Stacey Ybarra) who sit in the air conditioning all day and send emails to each other need to take a big pay cut and that money can be applied to City employees who work for a living. If they don’t like it, then sayonara. We’ll get by without you.

If Finley is still wondering why nobody wants to work at the pool this summer (they have gotten 2 applications to fill 28-32 positions) look no further than how he has treated them versus how he has treated himself:
For the 2012/2013 budget, the Hanna Pool had a “seasonal salary” budget of $80,000 [see page 36]
For the 2022/2023 budget, the Hanna Pool had a “seasonal salary” budget of $75,000 [see page 37]
In the 2012/2013 budget, the IT Department “Full Time Salary” was right about $90,000 [see page 24].
In the current 2022/2023 budget, the “Full Time Salary” is at $148,173 [see page 25]
That is a 68% increase!
Solution to current lifeguard staffing problem? Double salaries to where they belong (approximately $15/hr). This means they will need to find about $75,000 in the budget to pay these kids properly.
Luckily for City council, I have a detailed list of all the times you have miraculously found large sums before, so it should be no problem this time:
The $96,000 A/V system for council chambers comes to mind. You had a bid from Broadcast Works for around $35,000. You instead went no-bid with Azbell and blew an extra $60,000 right there.
You also went with a $128,000 elevator (for City Hall remodel again!) when there was a $96,000 bid on the table from Austin Elevator. That’s ANOTHER $30,000.
You sold a building for $75k then bought it back for $229k – City Hall building AGAIN. That’s over $150,000 squandered
You incinerated almost $170,000 on a pre-fab BATHROOM in Campbell Park….yet another no-bid project that could have been done for half of that. That’s about $80,000 wasted.
Mike White managed to find about $72,000 instantly in 2020 to provide “free” electricity to the businesses they forced closed due to Wuhan flu. Apparently there was just $72,000 laying around unused.
S2M2 was handed $150,000 for THEIR housing development after FORMER CITY COUNCIL MEMBER “Greasy” Chris Harrison begged for it.
City council and the LEDC squandered $15,000 on three giant metal letters (LTX) that sit on a pedestal in the town square and supposedly attract throngs of tourists!
The only two people in this town who don’t understand how a free market in wages works are Clayton Tucker and Finley DeGraffenried, it appears.
You gotta hand it to City Manager Finley (salary and benefits of over $200,000.00) – he is really on the ball and has his finger on the pulse of the local economy.
He has just realized that “many retailers starting wages are significantly higher than what the City offers” and that “the City cannot compete with major local businesses” [page 7]

It kind of proves the point I’ve made 50 or 60 times now that the Business Pork project is completely unnecessary, since the EXISTING businesses in town are fighting over labor already. For the City to spend $7.1 million tax dollars to subsidize MORE businesses to locate here right now is beyond moronic.
Speaking of the Business Pork, Finley also reports that “Stacey reported progress on discussions with prospects for the Business Park” [page 60]
That would be Stacey Ybarra, the new Economic Development Director who is making well over $115,000.00 in salary in benefits after two months on the job.
So there is a TON of money to pay an “economic development director” [who does not even live in Lampasas, by the way] to run around and try to find crappy businesses to subsidize in the Business Pork (** cough ** Eco-Strong? ** cough **) but NO money to pay the LOCAL high school kids a decent lifeguard wage?
I even outlined a simple plan for Finley almost THREE YEARS AGO on this issue:
There is one simple answer: the lifeguard wages must be jacked immediately to $12 or $15 – there is no other answer. The pools MUST be opened. That is one of your basic jobs as City government – police, pure water, parks, potholes and pools. Get that shit right before you start wasting millions on vanity projects.
Instead, they have been wasting millions of dollars and hundreds of manhours on superfluous garbage like the Business Pork project and the Hostess House debacle.
