Look at ANY socialist/communist country. The “leaders” live in luxury while everyone else lives in squalor. Castro, Maduro, Mao, Kim, the Soviet politburo. They all lived in luxury while the average schmuck was destitute.
In fact, the ONLY reason the brown bear population exists in Romania is because that fuck Ceaușescu had his fancy private hunting preserves while the rest of the country starved to death under his communist regime.
