Ybarra may have “resigned” back in June but for some reason, her LinkedIn resume says she’s still here!
She also claims to have managed a $1.4 million budget. I’m not sure how she comes up with that number. The EDC is not even a line item on the City budget anymore, apparently (see page 1) and even if it WAS, $1.4 million is about what the City spend on “Streets” ($1.453 million) and also on “Sanitation” ($1.452 million) so I highly doubt her little EDC budget is anywhere near that.
The entire LEDC itself skims about $534,000 in sales taxes every year. The City also wasted about $115,000 per year on Ybarra’s salary and benefits but besides that, there is no clue about her “budget” found anywhere in the latest City budget. They erased it entirely! But LAST budget, it was around $121,000 for “Economic development (see page 101 in last year’s budget).
None of that even remotely adds up to $1.4 million. But then again, I caught Ybarra being a lying sack of shit a few times while she was here, so making MASSIVE exaggerations on her resume would be par for the course.

Not only that, there is another very interesting nugget….
Now THIS one looks like a MASSIVE lie to me. In the past, the City has farmed that “economic impact” stuff out to Impact Data Source, going back to at LEAST November 2020. I know this because I have fought with the City’s hack attorney JC Brown to get my hands on just ONE of those reports over and over and I have been denied repeatedly. I even took it to the State’s AG for a ruling.
Now Ybarra is telling us she has the skills to do detailed economic impact reports herself? Bullshit.
So, of course, I requested a copy of these “eight reports” from the City secretary two weeks ago. If Ybarra DID do these on City time, then they belong to the City. And if they belong to the City and NONE of these ‘prospects’ panned out (which they obviously didn’t since the Business Pork still sits empty) then they belong to the taxpayer, if you ask me. There can be no harm in showing them to me now (a YEAR LATER!) since obviously, the “impact studies” showed that there WAS no positive impact for the prospects because, as we can see, there is nobody in the business park.
Unless, of course, there ARE no “impact studies” at all and Ybarra is spinning massive amounts of bullshit to pad her resume.
Most likely, the City will tell me they are ‘secret documents’ that I’m not allowed to see for some reason and that’s that. And they wonder why the whole town thinks they are a useless, incompetent joke!
